Casselton Renaissance Zone
Casselton has a Renaissance Zone Program that is authorized by the State of North Dakota and that spans the downtown business district and a few adjoining residential blocks. See the following map for covered area: Casselton Renaissance Zone Map
Proposed Renaissance Zone projects must be submitted to and approved by the city prior to start of construction. A Renaissance Zone proposal check-off and more information can be found in the City of Casselton Renaissance Zone Project Application Document
The City of Casselton wants to encourage significant investment within the Renaissance Zone to improve deteriorating properties and to curtail the vacation of buildings and potential decline in tax base. Properties should be renovated or built to meet the needs of the community and should conform with the City’s comprehensive plan and land use plan.

Facility Improvement Grant Program for Childcare Facilities
The Improvement Grant for Childcare Facilities program is designed to help meet our workforce needs for childcare in the Lisbon ND area. By helping improve our current facilities and helping them attain certain needs, we will help give them the tools to increase the capacity of the facility and help give incentives to new childcare facilities.
Lisbon STAR Fund
The Star Fund is intended to provide financing incentives to business activities that desire to expand or locate in the greater Lisbon trade area. The primary purpose of this fund is to expand the financial base of the community by creating new jobs, saving existing jobs, expanding the local tax base, increasing capital investment, improving the entrepreneurial climate and attracting people to the Lisbon Area. Generally, Star Funds will be used to develop private enterprise.
Pembina County JDA Loan & Grants
The Pembina County Job Development Authority can offer direct loans in the form of gap financing and can also assist with interest rate buy downs through the Bank of North Dakota’s PACE and Flex PACE programs. Pembina County JDA also offers a Storefront Improvement Grant for businesses improving the facades of their businesses (application needs to be submitted before the work begins).
