Rural Growth Incentive Program
The North Dakota Development Fund (NDDF) manages the Rural Growth Incentive (RGI) Program which provides loans to RGI cities for a qualifying business. RGI cities must have a population less than 2,500 and be certified as a RGI city by the Dept. of Commerce. The city must raise dollar-for-dollar matching funds. A qualifying business must provide an essential service to the city which is determined by the city’s governing body and the Dept. of Commerce.
Grant dollars of up to $10,000 are available to RGI cities for a feasibility study related to an essential business.
Regional Rural Development Revolving Loan Fund
The North Dakota Development Fund (NDDF) administers the Regional Rural Development Revolving Loan Fund, which provides flexible gap financing to primary sector businesses located in a community of less than 8,000 in population or located more than five miles outside of city limits. Funds are available through direct loans, participation loans, subordinated debt and equity investments.
SBA Guaranteed Loan Purchase Program
The SBA Guaranteed Loan Purchase Program provides low interest rate loans to North Dakota businesses with bank financing which includes a loan guarantee from the US Small Business Administration. BND can participate in a SBA guaranteed loan by purchasing the guaranteed portion of the promissory note. The purchase is conditioned upon the borrower receiving the benefit of the lower interest rate on the purchased portion of the note.
Carrington Demolition Cost Share
Any structure that has been identified as unlivable, unsafe, and dangerous and located within the city limits or extraterritorial area of Carrington is eligible for the Demolition Cost Share Program. Funds can be used for demolition of building/structures, removal of material, costs for updating a real estate abstract, current title opinion, legal costs to ensure marketable title, and payment of current/past due real estate taxes and specials.
